Council Meeting

THAT Council adjourn its regular meeting at 6:08 p.m. in order to sit as a Committee of Adjustments under the Planning Act.

THAT Application for Consent B-1/2025 filed by Strik Baldinelli Moniz Ltd. on behalf of Achim Kuebler, to create four lots with a frontage of 9.3 metres (30.5 feet) per unit on Watson Street, and lot areas of 283.1m2, 282.1m2, 281.8m2, and 318.7m2 for a property legally described as Block 44 on Plan 33M563 in the Township of Lucan Biddulph, County of Middlesex; BE GRANTED subject to the following conditions: 1. That the Certificate of Consent under Section 53 (42) of the Planning Act be given within two years of the date of the notice of decision. The request for the Certificate of Consent shall be accompanied by a written submission that details how each of the conditions of severance has been fulfilled. 2. That, if necessary, a revised assessment schedule in accordance with the Drainage Act, as amended, be commissions and paid for by the Owner. 3. That all applicable property taxes, municipal fees and charges be paid to the Township prior to the stamping of the deeds. 4. That the applicant pay $6,000 cash-in-lieu of parkland dedication to the Township for the severed lots. 5. That the applicant’s solicitor submits an undertaking, in a form satisfactory to the Secretary-Treasurer, to register an electronic transfer of title consistent with the Acknowledgment and Direction and the decision of the Committee of Adjustment. 6. THAT Zoning By-law Amendment application (Z-1/2025), filed by Strik Baldinelli Moniz Ltd. on behalf of Achim Kuebler to rezone both the retained and severed lots identified in Consent Application B-1/2025 to a site-specific Residential Second Density (R2-5) Zone to recognize the increased maximum lot coverage, for lands legally described as Block 44 on Plan 33M563 in the Township of Lucan Biddulph, County of Middlesex be APPROVED, and that the implementing By- law be forwarded to Township Council for consideration upon receipt of a deposited reference plan.

THAT report no. PL-04-2025 be received for information.

THAT the public planning meeting be adjourned at 7:38 p.m. and Council reconvene its regular scheduled meeting.

THAT the regular council meeting minutes of March 4, 2025 be approved as circulated/amended.

THAT Correspondence items listed herein be received for information purposes.

THAT report no. CAO-05-2025 be received for information.

THAT report no. CAO-06-2025 be received for information.

THAT Council directs staff to advise Municipality of Lambton Shores that Lucan Biddulph is not in a position to provide funding support towards the Huron Shores Area Transit system.

THAT report no. PL-05-2025 be received for information.

THAT Report No. PW-06-2025 be received and that staff be authorized to accept the tender from A.G. Hayter Contracting Ltd. in the amount of $99,264.25 (excluding H.S.T) for the Nagle Municipal Drain

THAT Council directs staff to advertise the Nicoline Avenue Lot for sale using sealed bids.

THAT Report No. PW-08-2025 be received and that staff be authorized to accept the tender from Omega Contractors Inc. in the amount of $1,564,787.25 (excluding H.S.T) for the Water Street Reconstruction Project.

THAT the Council of the Township of Lucan Biddulph receive the attached accounts as paid for information, as follows:  February 2025 total $804,721.91

THAT if no one cares to speak to By-law 12-2025, on its first, second and third reading, that it be considered to have been read a first time and passed, read a second time and passed and read a third time and passed.
