Council Meeting

THAT Council adjourn its regular meeting at 6:04 p.m. in order to sit as a Committee of Adjustment under the Planning Act.

THAT Application for Minor Variance A1/2026 filed by Mike Dell’Erede on behalf of Moe Rodrigues for relief from the Township of Lucan Biddulph Comprehensive Zoning By-law to permit the construction of a new attached garage with an exterior side yard setback of 1.0 metres, for a property legally described as PLAN 220 PT LOT 62 PLAN MRD 94 PT PART 11, in the Township of Lucan-Biddulph, County of Middlesex, and municipally known as 34069 Saintsbury Line, be GRANTED, subject to the following conditions: 1. THAT the variance only applies to a reduction to the exterior side yard for the purpose of constructing the attached garage addition. 2. AND THAT the applicant be required to provide a scoped tree preservation plan by a qualified individual to ensure no impacts to the existing street trees, prior to the issuance of a building permit. Reasons:  The intent of the Township of Lucan Biddulph Official Plan is maintained;  The intent of the Township of Lucan Biddulph Zoning By-law is maintained;  The variance is considered "minor" in nature; and,  The variance is desirable for the appropriate use and development of the lands.

THAT the Committee of Adjustment be adjourned at 6:08 p.m. and Council reconvene its regular meeting.

THAT Council receive the 4th quarter reports as presented by OCWA for information.

THAT Council receives the 2025 Annual Water System Distribution report for information.

THAT the regular council meeting minutes of March 3, 2026 be approved as circulated/amended.

THAT Consent items 9.1 through 9.6 listed on the March 17, 2026 agenda be received for information.

THAT Council receive and file correspondence items 10.1 through 10.6.

THAT the request to remove the holding (“H-4”) symbol by 2219260 Ontario Inc. for the 61 single detached lots in Phase I of the Timber Ridge Subdivision through Zoning By-law Amendment ZBA2-2026, BE APPROVED and that the implementing By-law be forwarded for consideration of Council. Reasons:  Consistency with the Provincial Planning Statement would be maintained;  The proposal would conform with the County of Middlesex Official Plan and the Township of Lucan Biddulph Official Plan;  The requirements of the Township of Lucan Biddulph Zoning By- law would be met.

THAT By-law 05-2026 be read a third and final time and BE ADOPTED; AND THAT By-law 13-2026, 14-2026 and 201-2026 be read a first, second and third and final time and BE ADOPTED.

RESOLVED that the Council meeting be adjourned at 6:56 p.m.
