Council Meeting

THAT Council adjourn its regular meeting in order to sit as the Court of Revision under the Drainage Act, to consider the Atkinson Drain - Branches B and J 2022 and that Mayor Cathy Burghardt-Jesson be appointed as Chair.

THAT the Court of Revision, having met on behalf of the Atkinson Drain - Branches B and J 2022, does hereby adopt the Drainage Assessment Schedule dated November 18, 2022 as submitted by Spriet Associates Ltd.

THAT the Court of Revision be closed at 6:20 p.m. in order to reconvene regular Council meeting.

THAT Council receives the Middlesex County Trade Show presentation from AORS for information.

THAT the closed session meeting minutes of December 6 and 20th, 2022 be approved as circulated/amended. AND THAT the regular council meeting minutes of January 17, 2023 be approved as circulated/amended.

THAT Correspondence items listed herein be received for information purposes.

THAT report no. CAO-01-2023 be received for information; AND FURTHER THAT Council set the minimum number of hours worked per week in order to be eligible for group benefits at 35hrs per week for full time employees.

THAT report no. CL-02-2023 be received for information.

THAT report no. CL-03-2023 re: Division Fence Cost Sharing By-law be received; AND THAT staff be directed to bring forward a Division Fence Cost Sharing by-law as attached as a draft to this report.

THAT report no. BLD-01-2023 be received for information.

THAT Report No. FIN-03-2023 be received for information.

THAT Report No. FIN-04-2023 be received; AND THAT Council of the Township of Lucan Biddulph accepts the draft 2023 budget as presented and amended by the Treasurer on January 31, 2023 with a 2.95% municipal tax rate increase; AND FURTHER THAT the budgeted shortfall of $50,561 be funded with a transfer from the tax rate stabilization reserve.

THAT report no. PW-01-2023 regarding the reserve capacity of the Lucan Wastewater Treatment Plant as of December 31st, 2022 be received for information.

THAT report no. PW-02-2023 regarding a summary of the Green Waste Program and Large Item Clean Up be received for information.

THAT Council of the Township of Lucan Biddulph authorize, Daniel Regan, Alex Westman, Jaden Hodgins and Ron Reymer to attend the AMO Conference in London, Ontario on August 20 - 23, 2023 at a registration cost of 820 + HST.

THAT Council of the Township of Lucan Biddulph authorize, Tina Merner to attend the AMCTO Conference in Niagara Falls on June 11-14, 2023 at a registration cost of 809 + HST.

THAT Council of the Township of Lucan Biddulph authorize, Daniel Regan to attend the OSUM Conference in Paris, Ontario on April 24 - 26, 2023 at a registration cost of 550 + HST.

THAT if no one cares to speak to By-law 07-2023, its first, second and third reading, that it be considered to have been read a first time and passed, read a second time and passed and read a third time and passed.

RESOLVED that the Council meeting be adjourned at 8:27 p.m.
