Council Meeting

THAT the Drainage Consideration meeting to review the Engineer's Report for the Damen Drain 2025 be opened at 6:05 p.m.

THAT the Drainage Report for the Damen Drain 2025, as prepared by Spriet and Associates, dated October 31, 2025 be received and adopted; AND THAT the first sitting of the Court of Revision on behalf of the Damen Drain 2025 be scheduled for February 17, 2025 at 6:00 p.m.

THAT the Drainage Consideration meeting be closed at 6:19 p.m. and Council reconvene its regular meeting.

THAT Council receives the presentation on Homelessness Supports in Middlesex County for information.

THAT Council receive the Asset Management Plan revisions as presented by Dillon Consulting Limited, for information.

THAT the regular council meeting minutes of December 16, 2025 and special council meeting minutes of December 19, 2025 be approved as circulated.

THAT Consent items 9.1 through 9.3 listed on the January 13, 2026 agenda be received for information.

THAT Council receive and file correspondence items 10.2 through 10.4.

THAT Lucan Biddulph Council supports the December 17, 2025 resolution of the Township of Nairn and Hyman regarding modernizing Highways 17 and 11 to improve safety, reduce closures, strengthen supply-chain reliability for mining, forestry, agriculture, tourism and manufacturing, and enhance national resilience and emergency response capacity; AND THAT the supporting resolution and originating documentation be circulated to the Prime Minister of Canada, the Premier of Ontario, the Minister of Transport (Canada), the Ontario Minister of Transportation, local MPs and MPPs, Federation of Northern Ontario Municipalities (FONOM), Northwestern Ontario Municipal Association (NOMA), Association of Municipalities of Ontario (AMO), Federation of Canadian Municipalities (FCM), and Rural Ontario Municipal Association (ROMA).

THAT report no. CL-01-2026 be received for information.

THAT Report No. FIN-01-2026 be received for information; AND FURTHER THAT Council of the Township of Lucan Biddulph adopts the 2026 operating budget based on the changes presented in option B of this report that results in a total tax rate increase of 5.62%; AND FURTHER THAT a new reserve called Fire Vehicle Replacement be created; AND FURTHER THAT Council of the Township of Lucan Biddulph adopts the 2026 capital budget as presented December 16, 2025 in report FIN-15- 2025.

THAT Report No. FIN-02-2026 be received for information; AND FURTHER THAT Council approve a by-law instructing the Mayor and Clerk or Treasurer to execute the transfer payment agreement for the fire protection grant.

THAT By-law 05-2026 be read a first and second time and BE ADOPTED; AND THAT By-laws 01-2026 through 04-2026, inclusive, and By-law 06-2026 all be read a first, second and third and final time and BE ADOPTED.

RESOLVED that the Council meeting be adjourned at 8:03 p.m.
