Council Meeting

THAT the Council for the Township of Lucan Biddulph adjourn to closed session at 5:34 p.m. pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters: Section 239 (2)(b) personal matters about an identifiable individual, including municipal or local board employees (Pay Equity Review); Section 239 (2)(d) labour relations or employee negotiations (Pay Equity Review);

THAT the closed meeting adjourn and return to open meeting at 6:49 p.m.

THAT the report presented by ML Consulting be received; AND THAT the recommended new 2023 Salary Grid be adopted; AND FURTHER THAT staff be directed to bring forward an updated Confidential Salary Grid policy with an effective or retroactive date of January 1, 2024.

THAT Council receives the annual report from Lucan Area Heritage Society as presented.

THAT Council receives the presentation from Ross Stuart, Ontario Provincial Police for information.

THAT the regular council meeting minutes of October 17, 2023 be approved as circulated/amended.

THAT Correspondence items 10.1 through 10.3 be received for information purposes.

THAT report no. CAO-15-2023 be received for information.

THAT Council receives report no. CL-10-2023; AND THAT Council adopts corporate policy no. 102-11-2023 – RZone Policy and Procedures.

THAT Council receives report no. CL-11-2023; AND THAT the Social Media Policy No. 102-10-2023 be approved as amended.

THAT report no. CL-12-2023 be received; AND THAT Council adopt the 2024 Council Meeting Schedule as presented.

THAT report no. BLD-06-2023 be received for information.

THAT report no. FIN-15-2023 be received for information.

THAT report no. PR-20-2023 be received for information; AND FURTHER THAT Council authorize the placement of amenities such as lending libraries to be installed on municipal parkland in coordination with the Parks and Recreation Department.

THAT report no. PR-21-2023 be received for information.

THAT Council authorize Jaden Hodgins to attend the 2024 ROMA Conference in Toronto on January 21 - 23, 2024 at a cost of $670 plus HST.

THAT the Township of Lucan Biddulph council appoint Spriet Associates London Ltd. under Section 4 (or 78) of the Drainage Act to prepare a drainage report for the requested work to the Goudy Drain subject to the required 30 days notice to the applicable Conservation Authority.

That if no one cares to speak to By-laws 49-2023 through 52-2023, inclusive, and By-law 208-2023 on their first, second and third reading, that they be considered to have been read a first time and passed, read a second time and passed and read a third time and passed.

RESOLVED that the Council meeting be adjourned at 9:23 p.m.
